Background: The ‘Waste Solutions for Circular Economy in India project’ is supported by a joint climate action program-NAMA (Nationally Appropriate Mitigation Action) Facility-set up by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), Department for Business, Energy and Industrial Strategy (BEIS) of the United Kingdom (UK), European Union (EU) and the Children’s Investment Fund Foundation (CIFF). This is a 5-year project which will operate in 5 lighthouse locations- Patna, Varanasi, State of Goa, Bengaluru & Tiruchirappalli with local and state governments as partners. GIZ will act as the NAMA Support Organization (NSO) for the project and will be responsible for the delivery of funds, services, and financial and administrative management of the project.
The project aims to initiate a sector-wide transition towards low-carbon waste management technologies in line with circular economy principles. There are two main components of the project, first, Financial Assistance (FA) which include Grant Funding Mechanism (GFM), and Risk Sharing Facility (RSF) which will assist waste processing plants through partial capital/operational funding and debt support, second, Technical Assistance (TA) component which will assist in awareness, technical advisory, and capacity building activities at the state level on low carbon solutions for waste management. The project will operate in all the mentioned cities to facilitate the implementation of these components to pilot and replicate low-carbon solutions for waste management.
Purpose of the Tender:
Patna Municipal Corporation (PMC) in implementing low-Carbon Waste management solutions through Grant Support, technical assistance, and enabling of the Private sector. The project is presently working in the Kankarbagh and Bankipur circle in Patna and is supporting the PMC in setting up a new Biogas/Bio-methanation facility to manage organic waste.
