Background:
In cooperation with the Ministry of Rural Development (MoRD), Government of India, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned 'Enhancing Rural Resilience through Appropriate Development Actions' (ERADA). The project is implemented by GIZ India and aims to strengthen the resilience of rural regions and enhance the ability of vulnerable people to make a living by building upon locally available as well as improved development programmes natural resource management. The key objective of the project is to strengthen the livelihoods of vulnerable households in selected rural areas, based on locally available natural resources and developmental programmes. The project is implemented in 8 Pilot Blocks across 8 Aspirational Districts in the 4 States namely Bihar, Jharkhand, Rajasthan, and Madhya Pradesh.
Objective of assignment: The purpose of the assignment is to develop Cluster level Integrated livelihood plans in pilot block of Raniganj block of Araria district, Bihar on the principles of identifying opportunities for (i) improving, (ii) intensifying, (iii) expanding and (iv) integrating the existing Crop (field crops, horticulture, plantation etc.), Livestock (dairy, goat rearing, poultry etc.), various NTFP based livelihoods, and Non-Farm sector based livelihoods which complement each other. The emphasis of overall planning process will be on building a strong handholding and support architecture at village, cluster, and block level through establishing convergence with different government line departments. These plans will also integrate with overall MGNREGS Planning, Gram Panchayat Development Plan and plans of SRLMs. Once the Cluster level Integrated Livelihood Plans are in place, technical support will be provided to implement the plan at local level and generating long term livelihood opportunities for vulnerable communities.
